Do I have to place this product on concrete? If I have a flat dirt area, and maybe do some small gravel before laying this tile, would it stay together?

While you do not have to place the deck tiles on concrete, we strongly recommend installing them on a clean, flat surface. You would therefore want to prepare the area by crushing the gravel and compacting the layers.
